what to do with a gel pen that isn't working

You can pull the pen completely apart and blow out the gel.  Pictured above is blue gel pen ink spread and smooshed.  I then did the bubble printing thing over the gel pen ink. 
Below I used slide mounts to isolate small areas that are interesting.  I think it would be good to add the three small pieces to a journal page.
